Abstract

The National Strategy for Promoting the Rule of Law and Its Implementation In the Republic of Iraq (2025-2029) is a comprehensive five-year national framework developed to strengthen the rule of law, promote justice, and enhance judicial and legal institutions in Iraq and the Kurdistan Region. The Strategy has been developed on the basis of coordination and partnership among the official institutions of the Federal Government and the Kurdistan Regional Government, judicial and legal institutions, civil society, and international partners.

The main objective of the Strategy is to strengthen the rule of law, justice, fundamental human rights, transparency, and accountability, while enhancing institutional capacity and developing legal and institutional frameworks. The Strategy emphasizes that the rule of law cannot be achieved merely through the existence of laws; rather, it requires the fair implementation of laws, equality before the law, an independent judiciary, transparency, and oversight of power.

Within the framework of this Strategy, approximately 58 strategic initiatives have been identified and distributed among 16 relevant institutions and stakeholders for implementation. The strategic initiatives have also been translated into a main implementation plan and sub-implementation plans for the participating institutions, with the aim of moving the Strategy from the stage of strategic formulation to the stage of practical implementation and monitoring of results.

In the process of preparing and implementing the Strategy, the Investigator Organization for Supporting the Rule of Law and Democracy (IOL) has contributed in cooperation with the Ministry of Justice, with the support of international experts and the Norwegian People’s Aid (NPA). The Strategy also provides a common framework for coordination among the Ministries of Justice, judicial institutions, Ministries of Planning, integrity institutions, and security and relevant institutions of the Federal Government and the Kurdistan Region.

In terms of its content, the Strategy focuses on several key areas and themes, including civil justice, fundamental freedoms and human rights, oversight of power, combating and preventing corruption, law enforcement, constitutional justice, and institutional reform. These themes are structured to strengthen the foundations of the rule of law across legal, institutional, and implementation dimensions.

At the same time, the Strategy places importance on strengthening institutional capacity and utilizing international standards and experience, particularly through coordination among institutions and the engagement of national and international expertise. Within this framework, the aim is to ensure that the principles of the rule of law are implemented in a practical and sustained manner in the enforcement of laws and the functioning of institutions.

The National Strategy to Strengthen the Rule of Law and Promote Justice (2025–2029) provides a national framework for coordinating institutional and legal efforts, strengthening institutional effectiveness, and advancing the rule of law in Iraq and the Kurdistan Region, based on planned implementation, continuous monitoring, and coordination among relevant stakeholders.
