National Team Meeting on the Rule of Law Strategy in Iraq and the Kurdistan Region Held
As part of the Strengthening the Rule of Law in Iraq and the Kurdistan Region project, implemented with financial support from Norwegian People’s Aid (NPA), the National Team responsible for developing the National Strategy for Strengthening the Rule of Law and Consolidating Justice (2025–2029) held a dedicated meeting to discuss the mechanisms for implementing, monitoring, and evaluating the strategy.The meeting was held on 14 September 2026 at the Ministry of Justice in Baghdad, under the supervision and in the presence of Dr. Khalid Shwani, Minister of Justice and Chair of the National Team. The meeting was also attended by the First and Second Deputy Chairs of the Team, Dr. Burhan Mazhar Al-Qaisi, Deputy Minister of Justice for Administrative and Financial Affairs, and Ms. Shilan Arif, Deputy Minister of Justice in the Kurdistan Region, along with members of the team from the Kurdistan Region representing the Ministry of Justice, Ministry of Peshmerga Affairs, Judicial Council, Ministry of Planning, and Kurdistan Region Integrity Commission, as well as a representative of the Investigator Organization.The main focus of the meeting was the final review of the Master Implementation Plan and the discussion of comments and recommendations submitted concerning the plan.The meeting commenced with an opening speech by the Minister of Justice, followed by presentations from both Deputy Chairs of the Team on the latest developments concerning the strategy, its implementation rate, and the anticipated steps for the coming years. Subsequently, the representative of the Investigator Organization presented a report on the project and its Implementation Plan for 2025–2029, which outlined the responsibilities, initiatives, and activities of each relevant entity during this period.During the meeting, emphasis was placed on the implementation of the National Strategy for Strengthening the Rule of Law as a roadmap for advancing rule-of-law practices in Iraq and consolidating the foundations of institutional work, in alignment with the government program, applicable laws, and relevant instructions.It was also highlighted that the strategy aims to strengthen the position of Iraq at the regional and international levels, while contributing to improving the quality of services provided to citizens and consolidating the principles of justice.
Special Seminar on the National Strategy for Strengthening the Rule of Law and the Ministry of Planning’s Sub-Implementation Plan
As part of the “Strengthening the Rule of Law” project, the Investigator Organization for Supporting Rule of Law and Democracy (IOL) held a special seminar for the Ministry of Planning at the KIPA Human Development Center on 9 September 2026, under the title “The National Strategy for Strengthening the Rule of Law and the Ministries’ Sub-Implementation Plans.”The seminar was attended by an adviser of Ministry of Planning, department directors, and relevant staff. At the opening of the seminar, the project was briefly introduced, followed by welcoming remarks from Mr. Dara Aziz, Adviser of the Ministry of Planning and the Ministry’s representative on the National Team.The main part of the seminar focused on the National Strategy for Strengthening the Rule of Law and its implementation steps. It also highlighted the importance of ministries’ sub-implementation plans and the role of institutions in implementing the national strategy.In this context, activities and initiatives specific to the Ministry of Planning were presented, while the participants’ contributions to the discussions and exchange of views played an important role in enriching the seminar.The seminar represented a step toward strengthening institutional understanding of the National Strategy for Strengthening the Rule of Law and supporting the preparation and implementation of the Ministry of Planning’s sub-implementation plan.
Specialized Seminar Held at the Ministry of Peshmerga Affairs on the National Rule of Law Strategy and the Ministry’s Subsidiary Implementation Plan
Within the framework of the “Strengthening the Rule of Law” project, the Investigator Organization for Supporting the Rule of Law and Democracy (IOL) held a specialized seminar on 2 September 2026 at the Reform Directorate of the Ministry of Peshmerga Affairs, under the title “The National Strategy for Strengthening the Rule of Law and the Ministries’ Subsidiary Implementation Plans.” The seminar was attended by senior officers of the Ministry of Peshmerga Affairs, including directors general and directors of various directorates.At the opening of the seminar, the Director of the Reform Directorate delivered welcoming remarks and emphasized the importance of such seminars and legal awareness activities as a strategic and long-term step toward consolidating the rule of law and ensuring compliance with laws and regulations.During the main part of the seminar, an overview was provided of the project, the level of cooperation and coordination between the Kurdistan Regional Government and the Federal Government of Iraq, and the stages of the project’s implementation by the Organization. The seminar also highlighted the importance of ministries’ subsidiary implementation plans and their role in implementing the National Strategy.The Ministry of Peshmerga Affairs reaffirmed its active and continued participation in this national project. In this regard, the Ministry designated a special representative to participate in the project and represent it on the National Rule of Law Team in the Kurdistan Region. It also established a dedicated committee to follow up on and coordinate the various stages of implementing the strategy.The project aims to strengthen coordination and cooperation among relevant institutions and stakeholders and support the practical implementation of the National Rule of Law Strategy.
