Discussing the Juvenile Welfare Law No. 76 of 1983 regarding raising the age of criminal responsibility from a full (9) years to (11) years

On Tuesday, October 29, 2024, under the supervision of the Iraqi Minister of Justice (Dr. Khalid Shwani), the Investigator Organization for Supporting the Rule of Law and Democracy (IOL), in cooperation with NPA and PAO organizations and with financial support from the European Union (EU), held a meeting at the Mansour Melia Hotel in Baghdad to discuss the Juvenile Welfare Law No. 76 of 1983 regarding raising the age of criminal responsibility from a full (9) years to (11) years. Attendees included Dr. Burhan Qaisi, the Deputy Minister of Justice of Iraq, Dr. Khalid Al-Saigh, the Deputy Minister of Labor and Social Affairs of Iraq, as well as a number of parliamentarians, judges, prosecutors, and directors and officials from several relevant agencies, including the Ministry of Interior, Ministry of Justice, Ministry of Labor and Social Affairs, and the Independent Commission for Human Rights, along with several civil society organizations. In this meeting, which was attended by 15 representatives from various entities, Mr. Azad Abdulqadir, the EU Project Manager and representative of the Investigator Organization, began by welcoming the participants and presenting the meeting’s objectives. Then, the Deputy Minister of Federal Justice, Dr. Burhan Qaisi, gave his speech, expressing his support for this issue and commending the efforts of the Investigator Organization in this field. Afterwards, the discussion was opened to participants, who expressed their support and appreciation for these efforts and for the Juvenile Welfare Law, which is now before the State Council in Iraq.
