Rule of Law Strategy from Imagination to Reality

The Investigator Organization for Supporting the Rule of Law and Democracy, in an unprecedented incident and for the first time in Iraq, and within the framework of the project “Strengthening the Rule of Law in Iraq” funded by the Norwegian People’s Organization (NPA), was able to transform the dream of Iraqis into reality by working on preparing a strategy for the rule of law at the whole of Iraq.

After we had the idea and conviction to work on preparing a strategy for the rule of law, after a series of visits to the Council of Ministers in the Kurdistan Regional Government, His Excellency the Minister of Justice in the Federal Government and the Deputy of the Minister of Justice in the Federal Government and in the Region, conducting many workshops and courses and issuing many reports and studies on the rule of law in Iraq, we were able to convince the authorities in Iraq of the importance and necessity of writing a strategy for the rule of law. Accordingly, and specifically on 10/10/2024, the (Diwani Order) No. (70) was issued and signed by the Prime Minister In order to start its work, the national team held its first meeting on Monday, 12/2/2024, in the official meeting hall at the Federal Ministry of Justice in Baghdad, headed by His Excellency the Minister of Justice (Dr. Khalid Shuwani) and the membership of the team members from the center and the region. At the beginning, His Excellency the Minister of Justice introduced the national team and the importance of its work, then congratulated the Iraqi people on this tremendous step, as well as His Excellency blessed and appreciated the efforts of the investigator organization and its insistence on the success of this mission.

After that, the CEO of IOL presented a summary of the project and the obstacles it faced through a short video that was prepared. Then, the discussion began among the attendees and the distribution of tasks among the team members. It was agreed to hold the next meetings of the national team in the coming days and to talk in more depth about writing the strategy. At the end of the meeting, and in the presence of a large number of local and foreign channels, the Deputy of the Ministry of Justice (Dr. Khalid Shuwani), with the participation of team members from both the federal and regional governments.
