Participation of the IOL organization in funding National Conference on Criminal Justice and the Rule of Law in Koya University in Iraq

As part of its ongoing commitment to supporting the principles of justice and strengthening the rule of law, the Investigator Organization for the Rule of Law sponsored and contributed to the organization of the conference titled “Criminal Justice and the Rule of Law in Correctional Institutions: Prospects and Challenges.” The event was held in the city of Koya, specifically at Koya University, on May 21–22, 2025. It saw broad participation from representatives of the federal government, official bodies in the Kurdistan Region, as well as a distinguished group of legal experts, judges, university professors, representatives of civil society organizations, and prominent public figures. The event was co-organized by the Federal Ministry of Justice and Koya University.
The conference focused on promoting criminal justice and the rule of law within correctional institutions, considering them a fundamental pillar for achieving justice and safeguarding human dignity. The Investigator Organization played a pivotal role in the success of this event through early planning and idea exchange with partners over the past months. The conference featured the presentation of specialized academic papers by legal scholars and professors, followed by interactive discussion sessions and dialogues that addressed the key challenges facing prisons in Iraq. The sessions also explored ways to improve the correctional system in alignment with international legal and human rights standards.
The conference addressed a number of core challenges, most notably:
• The inadequate infrastructure of reform institutions,
• The need for training and development of personnel in the judicial and correctional sectors,
• The absence of effective mechanisms for the rehabilitation and reintegration of inmates into society after release.
In contrast, several forward-looking steps and prospects were emphasized, including:
• Strengthening cooperation between official institutions and civil society organizations,
• Adopting reform methodologies based on respect for human rights,
• Establishing a unified legal and executive framework applicable across Iraq.
The conference witnessed high-level official participation, headed by Dr. Burhan Mazhar Al-Qaisi, Deputy Minister of Justice in the federal government, and Ms. Shilan Arif, Deputy Minister of Justice in the Kurdistan Regional Government, along with several dignitaries.
At the conclusion of the conference, a plaque of appreciation was presented to the sponsoring and supporting organizations, including the Investigator Organization for the Rule of Law. The plaque was received by Mr. Peshwa Hossam al-Din, Vice Chairman of the Organization’s Board of Directors, from the President of Koya University, who expressed his gratitude and appreciation for the organization’s active contribution and valuable efforts in making the conference a success.
A high-level delegation from the organization participated in the conference, including the Chairman and members of the Board of Directors of the Investigator Organization for the Rule of Law.
