As part of the project to review the Law on Protecting the Rights of Communities No. 5 of 2015, which was issued by the Kurdistan Regional Parliament and conducted by the Investigator Organization for the Rule of Law (IOL) in partnership with the Christian Aid Program (CAP), a dialogue session was held today, Wednesday, October 22, 2025, at the Hyksos Hotel in Ainkawa District, Erbil, to review the aforementioned law.
The session was attended by the concerned parties, including:
Dr. Muna Yaqo, President of the Independent Human Rights Commission,
Ms. Floren Korkis, Head of the Department of Ethnic and Religious Communities in the Presidency of the Region,
members and advisors from the Kurdistan Regional Parliament representing the communities,
representatives from the Judiciary Council, including the Judge of the Ainkawa Court of First Instance and a representative of the Public Prosecution,
lawyers representing the Kurdistan Bar Association,
the Director General of Yazidi Affairs, the Director General of Christian Affairs, and the Director General of Coexistence at the Ministry of Endowments and Religious Affairs,
a representative of the Ainkawa District Administration,
representatives of non-governmental organizations (NGOs),
and Mr. Emmanuel, Director of the CAP organization.
This session came within the framework of promoting peaceful coexistence and protecting the rights of communities in the Kurdistan Region of Iraq. The meeting, chaired by Judge Badradin Barzanji, concluded with a set of outcomes and recommendations regarding the amendment of the law. These recommendations and proposed amendments will be submitted to Parliament once the parliamentary committees are formed and sessions resume.
