Charting the Course: Iraq’s Path to Joining the Global Rule of Law Index

A National initiative to include and cement Iraq’s Position in the Global Rule of Law Index

On April 21, 2026, in Baghdad, a specialized workshop was held under the project “Strengthening the Rule of Law in Iraq.” Organized by the Investigator Organization (IOL) for Supporting Rule of Law and Democracy, in partnership with Norwegian People’s Aid (NPA), the event featured high-level representatives from the Federal Ministry of Justice, the KRG Ministry of Justice, the Ministry of Foreign Affairs, and the Supreme Judicial Councils of both the Federal Government and the Kurdistan Region. Representatives from the World Justice Project (WJP) also participated virtually.

The workshop’s primary focus was to discuss the practical steps required to include Iraq in the international statistical rankings of the Rule of Law Index, overseen by the WJP. The session provided a detailed introduction to the ranking methodology and the legal and administrative prerequisites Iraq must fulfill. This created a platform for open dialogue among participants regarding the opportunities and challenges involved in this international integration process.

The workshop concluded with a set of key recommendations and findings emphasizing the implementation of international standards. The future goal is to continue these efforts by drafting a national roadmap to strengthen the foundations of the rule of law and secure Iraq’s standing in international decision-making circles, ultimately reflecting positively on the country’s global status.
